B'KASS Vision


B’KASS visualizes a Nationwide Social System where all human being shall Socio-Economic justice and freedom towards the well-being of the human Society and growth of the nation.
In this new Social System human being will not be exploited. All Shall have equal right and opportunities. The downtrodden and the deprive section of the society shall be empowered Socially and economically.

INTRODUCTION

We look back January, 1985 when this organization came into being with the help of few diligent and dedicated social workers. In spite of stringent financial position this organization had been able to execute a number of welfare projects, with the passage of time and financial assistance granted by the various departments of Govt. of India and other funding agencies, we had implemented projects which may be seen in the following summery of activities.

CHAPTER –I

(PROGRAMME & ACTIVES – 1989-March 2010)
ECONOMIC EMPOWERMENT

1. SONALI SANCHAY ACHANI OF NOOR NAGAR ( Rural Credit & SHG ) :-
With an aim to address the need of financial support to poor people in the unorganized sector, B’KASS has initiated this rural informal credit and saving programme in January 1996. Among the important features of programme are the organization and promotion of self-help Group ( SHG ), Credit supports, co-ordination and guidance to the members. During this period a total of 109 self-help group have been organized and spontaneous co-ordination and guidance have been extended for the upliftment of the Socio-economic status of the needy members of the SHGs. The following are some statistical data about the programme.

I. Capital Raised : Rs. 9,42,803.00/-
II. S.T & M.T. Loan disbursed : Rs. 6,22,115.00/-
III. Total Members : 929 ( Female.. 390, Male.. 539 )
IV. Percentage of loan repayment : 98%

2. CO-OPERATIVE FISHERY PROJECT :-
The project has been initiated by B’KASS with an immediate objective to provide a sustainable means of income generation to a set of poor marginal farmers through effective and sustainable usage of their unused or partially unused land resource by pisciculture. The ultimate objective of this project has been to create an awareness and to motivate local community people towards effective management of lees productive land resources for sustainable income generation. CAPART, New Delhi has sanctioned a sum of Rs. 12,48,800.00/- for the implementation of the project. About 82 nos. of beneficiaries have already been trained on pisciculture and sustainable land development. The earth excavation work and land development of 16 nos. of pisciculture units have been completed. This project attracted peoples beyond the project area and the project component is being replicated.

3. DAIRY PROMOTION PROJECT :-
At the initial days of B’KASS this project had been undertaken with financial assistance from the Central Social Welfare Board, New Delhi. Under the project 5 nos. of destitute women were selected and provided with loan and necessary guidance to set up their individual Dairy units. At the time of reporting about 100% of the disbursed loan have been refunded by the beneficiaries, The project help to a greater extent in the upliftment of economic status of the beneficiaries.

4. TRAINING AND REHABILITATION OF SMALL FARMERS :-
Sustainable agriculture has always been a priority area of B’KASS since its very inception. Apart from regular agri-promotional activities a training and Rehabilitation programme on Organic methods of farming was organised. The major component of programme were sustainable use of organic fertilizer and tradition paste control management. Recognizing our effort the IGSSS (A Foreign Funding Agency) extended a sanction of Rs. 1,70,000.00/-. The programme has been continued to deepened its impact on the farmers. Till date about 70 nos. of marginal farmers have been provided with financial assistance for Bodo cultivation.

5. IMPROVED WEAVING TRAINING & PRODUCTION UNIT :-
Weaving is a traditional practice of Assam which has a rich but these days this traditional practice is dying. B’KASS has identified this as a supportive means of income generation for poor rural women. During the year 1993-94 an improved Handloom Weaving Training cum Production Unit was set up, under this Program about 90 women were provded with Training and opportunity to produce good quality cloths which has become a means of supportive income generation to trained poor women.

6. COMPUTER TRANING PROJECT FOR OBCs :-
In the perspective of Self-reliance and employment for rural OBC youths B’KASS has set up a training Centre on Computer application at Noor Nagar, Chota Rupahi with assistance from the Ministry of Social Justice & Empowerment, Govt. of India. The first batch of 30 nos. of OBC youths has been started on 1st March 1999. This programme promises to be a grand success in terms of post training employment as already about 20 nos. of capable employers have assured to provide employment to the successful trainees. About 200 numbers of successful trainee has got appointment in various Govt., NGO and Private sector and about 60 numbers of Trainee become self-reliant through established Computer Printing and Training centre up till date.

7. Typing and Short Hand Training Centre for OBC Students:
In the perspective of Self-reliance and employment for rural OBC youths B’KASS has also has set up a training Centre on Typing and Short Hand Training Centre at Rupahi with assistance from the Ministry of Social Justice & Empowerment, Govt. of India. The first batch of 40 nos. of OBC youths has been started on 1st March 1999. This programme promises to be a grand success in terms of post training employment as already about 15 nos. of capable employers have assured to provide employment to the successful trainees. About 180 numbers of successful trainee has got appointment in various Govt., NGO and Private sector and about 40 numbers of Trainee become self-reliant through established Typing centre up till date.

ANIMAL WELFARE PROGRAMME :
We have established an Animal Care Centre at Noor Nagar, This year too we have organised the Animal Welfare Camps spending Rs. 55,000/- from our own sources of fund. We have provided medical treatment to 300 nos. of Cows, 90 nos of Goats and 25 nos. of Buffaloes with medicines and vaccines as found necessary.

CHAPTER –II

SOCIAL EMPOWERMENT

1. Balika Mondal Centre for Adolescent girls :-
In the context of empowerment of girl through education, mobilization, sensitization and awareness the project has been started during 1995-96. Till date 50 nos. of Balika Mondal Centres have been established at the remote villages of Nagaon District. About 1000 Ministry of Human Resource Development, Govt. of India has extended grant of Rs. 6,02,400.00/- for the project. The project has been extremely worthy and proved meaningful for the downtrodden neglected girls of the backward villages of Nagaon District including SC / ST areas. The project is being replicated and continued.

2. AWARENESS GENERATION PROGRAMME :-
Social empowerment is a complex and difficult task to establish in a specific area of operation and has multiple components. To B’KASS awareness generation is one the major components. It had been noted that lack of consciousness about the need for improving their living status and environment, lack of knowledge about their Social, Economic and Human rights under the laws of the land as also a general lack of the advanced section of our society to their misery, made the deprived and backward sections including SC / ST of the population cling to their existing pattern of life and stagnate in this state. In the above context B’KASS during the period i. e. 1989 to 1999 regularly organized periodic awareness programme of 2-3 days during in the population pockets of the entire Nagaon District which left a great impact among the population. To mention one which was organized at Chota Rupahi during 01.01.1996. to 08.01.1996. about 30 nos. of rural poor women participated in the camp which was sponsored by Central Social Welfare Bord. B’KASS has continued its efforts towards the social empowerment of the rural population specially women.

3. SOCIAL ANIMATORS TRAINING CAMP :-
During 1992-93 B’KASS in its path for comprehensive and sustainable development realized the need of a batch of trained social animator to widen its field of activities in the grass root level to initiate action oriented programmes for the cause of the downtrodden and deprived section of society. A social animators training programme was organized and a total of 30 nos. of rural youths had been trained. The programme was sponsored by CAPART, New Delhi with financial assistance of Rs. 30,000.00/-.

CHAPTER –III

RURAL INFRASTRUCTURE DEVELOPMENT

1. CONSTRUCTION OF RURAL ROAD :-
Realizing the very importance of the development of rural road communication B’KASS had initiated the construction of a rural road during March 1994. The construction work started from Katimari Weaving Complex point and finished at the first phase at Chota-Rupahi Adarsha Hight School Complex point. The total length of the road constructed at the first phase was 1.9 K.M. Initially CAPART, New Delhi sanctioned an amount of Rs. 3,76,947.00/- which was nit adequate. However the construction throught voluntary “Shamadhan” which was a great achievement of B’KASS.

2. RURAL SANITATION PROGRAMME (CRSP) :-
To improve the quality rural sanitation and subsequently the rural life in the Nagaon District B’KASS started a comprehensive rural Sanitation project consisting of awareness, motivation, training and construction of low cost UNICEEF Model Sanitary units. The main target population ware the poor house holds having severe sanction problems facing health hazards. On 08/05/1995 CAPART. New Delhi has sanctioned an amount of Rs. 2,92,800.00/- for the construction of 150 sanitary units. At the first phase a number of awareness and motivational programmes and masons. Till date 150 nos. of low-cost sanitary units had been constructed Chota-Rupahi, Herapati, Kenduguri, Chatian and Tinsukia villages.

3. INSTALLATION OF HTW PROJECT ( ARWSP ) :-
A comprehensive survey on drinking water was conducted in some villages of Juria, Khagarijan Development Block. The survey revealed that the villages of Noor Nagar, Chota Rupahi, Bhakatgaon and Rowmari ware worstly effected having no drinking water facilities. B’KASS had identified these villages for this pilot ARWSP project. In the mean time, on application, CAPART came forward and provided a financial assistance of Rs. 1,72,802.00/- on June ‘1994. Till May’ 1995 a total of 356 nos. of Hand-pumps ware installed at the above NC habitations. A general awareness on safe drinking water has been created among the ignorant villages.

4. CONSTRUCTION OF MULTI-SERVICE CENTRE FOR OLDER PERSONS :-
B’KASS started this huge construction project for the much need building of a Multi-Service Centre for the aged persons. It had been felt for quiet some years that the existing building facilities ware falling short of the requirements as B’KASS had been running some complete residential programmes for the aged persons. During 1998 a plot of land of around 2.0 bighas was marked for the proposed building and to gret fortune of the beneficiaries, the Ministry of Social Justice & Empowerment, Govt. of India generously sanctioned Rs. 30 lachs for the construction of the Multi-Service Centre. The construction work was started on 31st March 1999 and till the time of reporting it has been about to be completed. The building has full-fledged. Residential facilities for about 30 aged persons along with recreation, training, office and sick rooms. The building has the foundation of three storey having a plinth area of about 600 Sq. Metres. This project and the building has become a proud possession of B’KASS and the rural population of Nagaon District.

CHAPTER –IV

NEED BASED PRIORITY PROGRAMMES

1.NOOR NAGAR OLD-AGE HOME :-
With the rapid in socio-demographic Scenario in Assam there had been an increase in number of persons in their post sixties who were getting homeless and experiencing severe uncertainty due to withdrawal of family support, forced to face destitution, neglected and deprivation of basic care, protection and emotional need of the old age. To find a sustainable mean of salvation of the above problem and to provide all the institutional services for improvement of living status of the destitute homeless older persons B’KASS started the project of old age home at Noor Nagar during 1992. The project is being sponsored by Ministry of Social Justice and Empowerment, Govt. of India, Since 1993-94. Under the project facilities like free lodging, fooding, health and nutrition, education and training, recreation, counseling and psychological support services is being provided to an average of 25 persons. B’KASS throughout its continuous effort, has established the Home into a full-fledged Old Aged Home over the years.

2. SHORT STAY HOME FOR WOMEN & GIRLS :
The break-up of Social Institutions in the lower middle class and lower class population in this region has become a common phenomenon which lead to an increase in number of women and girls having sever adjustment problems, marital conflict, emotional disturbances, homelessness which compels them to face exploitation, uncertainty and destitution. B’KASS in above perspective has established a Short Stay Home for such women and girls to provide shelter, guidance and orientation to acquire skills to become self-reliant that could help in the re-establishment of their status in society. Under the project integrated effort is being made to rehabilitate these women within a short span of time. The Ministry of HRD, Govt. of India, sponsoring the Project since 1995-96. The admitted inmates are provided with training and orientation about various employment oriented income generating activities pertaining to their abilities as well as the area concerned. Finally on completion of the stipulated period of stay and training the beneficiaries are provided with financial assistance in terms of loan and grant as well to enable them to start their individual ventures.
The total strength of the home is 30 nos. at a time.

3. PRE-EXAM COACHING CENTRE FOR MINORITY STUDENTS :
Ministry of Social Justice & Empowerment, Govt. of India sanctioned a sum of Rs. 1,50,000/- for a Pre-entrance Examination Centre for the Minority Students during 1999. Special Coaching and orientation have been provided on Medical and Engineering. Trades to 40 nos. of Students of the Minority. Expert Resource Persons from Guwahati Medical and Engg. Colleges and Gauhati University rendered their expertise through taking Regular Coaching Sessions at the Centres.

4.CRECHE UNITS :
B’KASS has been running a crèche centre at Noor Nagar, Chota Rupahi, For the Children of ailing and working matters since 1993. The programme has provided with financial assistance by the Central Social Welfare Board, New Delhi. Till the of writing this report about 35 children have been availing the opportunity of care and nutrition.

5. MOTHER & CHILD HEALTH CARE :
With an objective to provide comprehensive knowledge, treatment of mother and newborn child. This Project support and information to the mothers in particular, B’KASS has initiated this project during 1998-99. The MCH Project is being conducted in two ways i.e. Institutional and field. The downtrodden people including SC / ST are benefited from this Project.

A) INSTITUTIONAL :

A number of MCH Centres have been established in remote & ST populated villages of Nagaon District from these centuries primary health and nutritional services like health check-up supplementary nutrition, Antenatal and Postnatal (ANC & PNC) care to attending mothers and children were provided through part time doctors and nurses.
B) FIELD :

The Project covers about 20 nos. of villages of Nagaon District with a population of over 30 thousand health care information and services are being provided through regular home visits, village informal meetings organization of health check up Camps. This Program has attract the attention of poor needy people in a greater extent.

6. ANIMAL WELFARE PROGRAM :
There are almost a few thousands of Animals in our district suffering from various diseases and lying at the roadside and the domestic animals of poor peasants of far-flung area of our native district and also at the time of flood. Due to facilities not available in the area B’KASS had taken a program for Medical Health Check-up and Drug distribution Camp at the far-flung area of Nagaon as well as the area of flood effected. We organize awareness Camp at our locality to preserve wild animals and birds also.

7. LOKA ADALAT :
The northern part of the Nagaon District has a dense of population lower and lower middle class illiterate people. Poverty, illiteracy and other social factor like superstition, prejudges and traditional miss-belief causes conflicts related to marital mal adjustment, equitable use of natural resources, and land holding etc. To intervene into this gradually degrading situation and to develop pro-active methodologies for resolution of these conflicts, B’KASS during 1997-98 established widely advocated Loka-Adalats in the identified area. Periodic Loka-Adalot session are being organized and set in rural market places and conflicts are being resolved amicably with entire satisfaction. The president of B’KASS, Mr. N.A. Chowdhury has become an undisputed and accepted opinion leader of the area. Till date about 250 case were resolved and followed up for sustainability.

8. WORKING WOMEN HOSTEL AT NOOR NAGAR :-
The area where there was no any hostel for living working women. All the women employees working in the area coming from far flung area of Nagaon district. So we have established an working women hostel at Noor Nagar, (adjuscent with our Office) in a rented building. The was established on 1996 and it is continued up till date.

CHAPTER –V

PROGRAMMES RELEVANT TO SPECIFIC PERIOD

1.RELIEF TO FAMILIES AFFECTED BYMALARIA :-
During Oct. Nov. 196 a malaria epidemic occurred in the low-lying dev. Of Block of Nagaon district caused great havoc and disaster in community health. B’KASS found urgent relevance to intervame. A massive awareness campaingn was launched to create an awareness among to the people to prevent malaria epidemic. Besides this about 800 nos. of mosquito net were provided to the poor village in the above Block. IGSSS, a foreign funding agency came forward with an assistance of Rs. 75,000/-

2. PROGRAMME FOR PREVENTION & CONTROL OF HIV/AIDS AND STDs :-
Aids is still regarded as a public health problem in Assam. We organised 5 nos. awarness camp among the boys and girls about HIV/AIDS eqidemic. Hence, realizing the danger, B’KASS carried out a set of awareness and training activities for prevention and control of HIV/AIDS and STDs in Nagaon district during the period of 1992-1998. Through this project B’KASS has provide treatment and counseling to the effective persons. We also educate and awaring the poor needy beneficiaries about women rights and rights of liberty, rights of equality, privacy, right to be free torture and ill treatment, implying the protection of children from sexual exploitation of persons fromrape.

3. ANIMAL WELFARE PROGRAMME
We are taken programme for medical health check-up and Drug distribution Camp for animal welfare at the far-flung area of Nagaon District as well as at the area of flood effected. We organize Awareness camp at our locality to preserve wild animal and Birds also. We spent Rs. 52,500.00 only from our own sources. We have provided treatment and free medicine to 269 nos. goats, 522 nos. Cows and 91 nos. Buffalos only in year 1999-2000.

4. AWARENESS GENERATION PROGRAMME FOR PREVENTION & CONTROL OF DRUG ABUSE :-
Till date B’KASS has organized 10 nos. of Drug abuse prevention and control camps in selected places of Nagaon District where people were either ignorant or fully aware of the dark black hole of drug abuse. The people, especially the youths of the target area offered positive response to the programme. A number of partially or fully addicted youth have been counseled and provided with necessary assistance for de-addiction.
